Provides for one-to-one communication should be a characteristic of Unique Local, not Global Unicast.

Global Unicast addresses are considered one-to-one because IPv6 is designed for end-to-end communication, where each device can have its own globally unique address.

While Unique Local addresses are also one-to-one, the other given statements: “allows sites to be combined without address conflicts” and “is a counterpart of private IPv4 addresses” clearly describe Unique Local addresses. Because of this, “provides for one-to-one communication” correctly fits Global Unicast in this question.
