NA319: Needs explanation - TW7278 - 03-08-2009

This question states: Under what 2 circumstances would a switch flood a frame? (Select two)

One of the answers for this question is "The MAC address table is full."  However, it doesn't seem like this answer would always be correct.
If the destination address was in the table, then wouldn't the switch forward the frame even if the table was full?

the answer was probably assuming the destination mac-address is not in the mac-address-table already. so the frame needs to be flooded out all interfaces except the interface it arrived in.
