True, I think I raised this before.
If it helps, I'm pretty sure that the correct answers are:
Create and sign a new CSR that contains the static FQDN entry
Add a new DNS record to resolve the FQDN to the PSN IP address
Wrong:
Add the FQDN entry under the WLC virtual interface - A solution more catered towards hosting the guest portal locally on the WLC rather than redirection to ISE (which is what the question states)

I haven't made it back to the updated/corrected portion yet to see if it has been added there and with the corrections. Hopefully.
