If the HSRP standby device is on default configuration then don't the following apply also...

Answer 1 - By default HSRP does not have preempt enabled, so if the standby was active and then SW1 came back with a higher priority, it won't assume the active role because of this?

Answer 3 - Preempt is enabled so if the standby has a higher priority, it would assume the active role!?

Please check your QID#, 428 reflects wireless client association steps. Not HSRP.
