Priority 61440 makes switch root ?

In the Switch hands-on lab 6 it is stated that "SwitchA needs to be the root swtich for all VLAN instances", then in SwitchA config the following config line is stated: "spanning-tree vlan 1,11-13,21-23,98-99 priority 61440". How would switchA become root for these VLANs with a priority of 61440?
